Evaluation of the modernisation of the Hungarian Public Employment Service is completed

The evaluation commissioned by the National Development Agency, accepted on 22. June 2010, is now available for download (in Hungarian) also from the web-page of the project.

 

BI has completed the evaluation of the modernisation of the Public Employment Service of Hungary in collaboration with IFUA Horváth&Partners Kft commissioned by the National Development Agency.

 

The report points out that the modernisation has affected a key institution of Hungarian employment policy, and overall, it was well-designed and adequately implemented. To support efficient operation and monitoring, an integrated information system was established, the new quality assurance system has increased reflection within the organisation and the physical modernisation of the PES offices has improved conditions of operation in many cases. We have also looked at the effectiveness of the PES office-level modernisation and have found that it has significantly improved the re-remployment probability of the registered unemployed.

 

Nevertheless, the report has also revealed that results of the modernistion fall short of expectations in some areas, e.g. in the reduction of red tape. It become clear that the PES does not possess the analytical capacity required to evaluate the effects of the modernisation and has not acquired such capacities during the modernisation process either. Because the infrastructural foundations for such a capacity (that is: data) is already available and regular analysis would improve both the operation of the PES in general and the performance of the modernisation process in particular, we believe that building such capacity is a must.
